Who would you rate as the greatest fantasy fiction author of all time? Tolkien/Rowling?

I mean Harry Potter is a really good piece of fiction with great influence on a particular age group,but then Tolkien was a pioneer,plus Arda is a much more refined creation than Rowling's Britain.(My opinion).
