Everyone says he likes me and he wont respond to them about this. What do you think it means?

The guy I like at school sits by me in homeroom and he is constantly bugging me by touching me. Everyone says he likes me, normally he will say no but today he just didn't respond when someone commented. Then my friend was like stop touching her! and hes like im not gonna stop touching her. Every single day someone will comment and say he likes me though. It is kinda annoying but kinda flattering. it doesn't seem to phase him i try not to let it show on my face. what do you think is going on in his mind and what should i do?
